Officer Phillips and several other Ingleside officers were on patrol when they observed an individual driving a vehicle which matched the description of a vehicle used in a shooting in another city.  Officer Phillips focused on the driver of the vehicle who he had had several encounters with in the past.  He had prior knowledge that the driver had a suspended driver’s license, and a search condition as he was on probation.  Officer Phillips affected a traffic stop and the driver told him he did not have a driver’s license, but that his female passenger did.  A record check of both drivers’ licenses returned suspended.  Officer Marino then noticed that the driver had moved one of his hands from the steering wheel down the seat area as if he was attempting to conceal something.  Officer Phillips removed the driver from the vehicle and advised him that he was under arrest for driving with a suspended license.  The passenger was also escorted from the vehicle.  Officer Phillips performed a probation search of the vehicle.  Under the carpet area of the vehicle, he discovered a handgun and Officer Marino placed the passenger under arrest as well.  An arrest search of the passenger’s purse located several clear plastic baggies containing a green leafy substance believed to be marijuana.  The officers took pictures of the handgun and marijuana which were later booked at Ingleside station.  Also located inside the vehicle were scales, various cellular phones and baseball batting gloves.  The vehicle had what appeared to be a bullet hole on the left side of it.

The outside agency was contacted to request that the detective handling their investigation respond to Ingleside station.  Sgt. Jackson, with SFPD’s Gang Task Force, responded to Ingleside station and took over the investigation.  Both individuals were transported to Ingleside station.  They were mirandized and chose not to speak to the officers.  A record check of the vehicle they were driving returned as a rental car and the vehicle was driven to Ingleside station for further investigation.  A record check of the firearm returned as having been stolen in a burglary.

SFPD’s Crime Scene Investigations Unit was contacted to pick up the firearm for processing.  Because the firearm returned as having been stolen, and the fact that the vehicle may have been used in a shooting, the driver of the vehicle’s hands were swabbed for possible gunshot residue by Officer Bernard.  Officer Phillips packaged the narcotics and Officer Dudley hand carried it to the Narcotics Drop Box at the Hall of Justice.  Both the driver and passenger were transported to the county jail and booked into custody at the instruction of Sgt. Jackson.  All evidence was booked into custody, the driver was issued an administrative cite for driving on a suspended license and the vehicle was towed to Auto Return.  Report Number 120122924

Officer Chang and several other Ingleside officers responded to a fight.  The victim told them that he had been arguing with his landlord, that she slapped him and that he wanted to press charges.  The officers interviewed the landlord who stated that they were arguing because the victim, who is her tenant, had not paid the rent.  She insisted that she never slapped him.  The victim’s face was flushed and he had a strong odor of alcohol on his person, but no sign of redness or injury.  He refused medical assistance.  The victim insisted on signing a citizen’s arrest and the landlord was cited for the battery.  The victim was provided with follow up information.  Report Number 120124704

SFCCPD Officer Quintana took a counter report from a victim who stated that he left his cellular phone in a storage area and when he returned found his cellular phone missing.  He was unable to provide the officer with any further information.  The officer provided him with follow up information.  Report Number 120122861

SFCCPD Officer Chang took a counter report from a victim who told him that she sat in one of the buildings to study and placed her purse to the right of her.  A few minutes later she noticed the purse was missing.  She did not see anyone take the purse and was unable to provide any further information.  She was provided with follow up information.  Report Number 120111905

SFCCPD Officer Hakes was sent to investigate a theft.  The victim told her that he placed various items in a locker which he secured with his padlock.  When he returned, he found the padlock had been removed and his items had been taken.  He was unable to provide the officer with any further information.  Report Number 120123477

A victim came to Ingleside station and told PSA Zabarte that he had been denied credit due to a bad credit rating.  When he checked his credit report, he noticed that a bankruptcy had been filed in his name a few years ago.  The victim had no idea how anyone obtained his personal information and wanted the incident documented should anything further occur.  He was provided with follow up information and information on identity theft.  Report Number 120123013

1:27pm       Unit Blk Ellsworth        Theft
Officer Hornstein responded to an auto boost.  The victim told him that she parked and secured her vehicle.  She was later alerted by a neighbor that her vehicle had been broken into.  She returned to her vehicle and found the window smashed and items missing.  She was unable to provide any further information and was provided with follow up information.  Officer Hornstein was unable to process the vehicle for fingerprints due to rainy weather.

Officer Hornstein spoke with the neighbor who told him that he observed various males standing by the victim’s vehicle and saw one of them break the window.  The suspects then rummaged through the vehicle, and left the area by boarding another vehicle.  The victim did not get a good look at the suspects and would not be able to identify them if he saw them again.  Officer Hornstein searched the area unsuccessfully for the vehicle.  Report Number 120123427

A victim came to Ingleside station and told PSA Zabarte that he parked and secured his vehicle and when he returned found his rear window shattered and various items missing.  He was unable to provide any further information.  PSA Zabarte provided him with follow up information.  Because the incident had occurred approximately a week ago, and the fact that the victim admitting to having been making repairs on his vehicle, the vehicle was not processed for fingerprint evidence.  Report number 120123104
