         Traffic Safety Enforcement Operations Plan for San Francisco
                                               with OTS Grant

The San Francisco Police Department will conduct Traffic Safety Enforcement Operations on November 28th and 30th with a focus on bicycle and pedestrian safety. Over the past three years, the department has identified areas where significant numbers of pedestrian and bicycle-related collisions have occurred and responded by deploying additional officers to those areas in an effort to prevent deaths and injuries. Special attention will be given to Focus on the Five violations: excessive and unsafe speed, unsafe turns, failure to stop for signs and signals, failure to yield to pedestrians in cross walks, as well as any other dangerous violation.

San Francisco is committed to eliminating traffic deaths on our streets by 2024 as part of Vision Zero SF. Vision Zero SF is our city’s commitment to prioritize safe streets for everyone.

Bicycle and pedestrian fatalities are rising in California as more people use these non-motorized means of transportation. In 2016, California witnessed 867 pedestrians and 147 bicyclists killed, accounting for more than 28 percent of all traffic fatalities.

All riders are reminded to always wear a helmet – those under 18 years of age must wear helmets by law. Pedestrians should cross the street only in marked or unmarked crosswalks at corners. All motorists are reminded to be mindful of others who share the road.

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Ingleside Officers Anton and Tupper were on routine patrol when they spotted a 21 year old Lexus traveling in front of them. The officers ran the Lexus’ license plate and it came back as stolen from a Stockton address. Anton and Tupper requested backup and several units responded to help with the arrest. The stolen vehicle was pulled over at Jarboe and Ellsworth. The driver told the officers she was unaware the car was stolen and claimed she bought the vehicle from a Vallejo resident. She was arrested and transported to Ingleside Station for booking. The car was towed to impound. Report number: 170955769

A resident working in the kitchen heard a knock on one of his windows but didn’t pay attention thinking it was a delivery driver. He went back to his chores and a short time later he heard another knock on a different window. Now curious he picked up a can of pepper spray and went into the hallway turning toward the front door. He told Ingleside Officers Trujillo and Phillips that he heard a loud cracking from the front door and suddenly an unknown man forced his way through the front door and stood a few feet away from the victim. The homeowner held up the can of pepper spray and yelled, “Go, Go, Go”, and the suspect turned around and fled in an unknown direction. The officers inspected the home and found that the dead bolt on the front door had been pried open with an unknown tool. Report number: 170954454

A man, sitting in front of his home, was suddenly confronted by a neighbor who accused the man of taking his cell phone. The victim told Ingleside Officers Ocreto and Tiffer that he told his neighbor that he didn’t take his phone but that he would help him look for it. The suspect declined the offer and went home only to return a short time later and again demand the victim return something he didn’t have. Again, the victim told him he didn’t have his phone and again the suspect turned around and left, but not for long. The suspect and another man returned a third time and this time the suspect had a chain wrapped around his right fist. He punched the victim several time in the head before fleeing with the other man in a Dodge pickup. The victim was taken to San Francisco General Hospital for treatment of his injuries. The call came in from a witness. A man, with spikey hair, no shirt, and wearing his pants as a bandanna, and wearing brass knuckles was trying to fight several pedestrians on the street. Ingleside Officers Alexander and Peralta responded and found the suspect standing in the middle of the intersection of Excelsior and Mission Streets yelling at vehicles. He was placed in custody and transported to Ingleside Station. The suspect has a long criminal history for drugs and other crimes. Report Number: 170952577

A couple sitting in a car in front of the woman’s home was suddenly approached by an unknown man who knocked on the driver’s side window. The driver told Ingleside Officers Cortez-Cendejas and Govindbhai he rolled down the window and the suspect asked for a match to light a cigarette. The victim gave him a match and the suspect lit his cigarette then pulled out a firearm, pointed it at the victim’s head, and demanded his valuables. The victim surrendered his wallet. A second suspect pulled out a firearm and asked the woman passenger to surrender her purse and jewelry. She complied and the suspects ran to a waiting Mazda sedan that sped off. A man walking home with groceries was suddenly surprised by a suspect who ran up behind him and demanded his valuables. The victim told Ingleside Officers Dilag and Hermosura that he successfully fought to keep his possessions until a second suspect attacked him by punching him several times in the head and taking his wallet from a pants pocket. Both suspects fled south on Cuvier Street. The loss was a wallet, California Driver’s License, debit cards, and cash. Report number: 170953658

A midday chore turned into a nightmare for one family on Tucker Street. The resident was washing his car when he noticed a couple across the street arguing with each other. Soon, thereafter, the couple started walking toward the neighbor and the male began screaming racial epithets and threatening to “kill a n…..today” and trying to goad his Doberman Pincher to attack the victim and his family. The suspect and the victim got into a short fist fight before the male suspect turned around and went back home. The victim and neighbors called police and soon Ingleside Officers Vong, Fitzpatrick, and several other units along with Sgt. Young arrived on scene. The officers surrounded the suspect’s home and could see him walking around inside carrying a rifle. They called for the suspect to surrender and, after a short time, he did. He was charged with aggravated assault, a hate crime, possession of a firearm by a prohibited person, and other related felonies. The suspect had a long criminal history including several narcotics violations. Report number: 170950208

A road rage incident escalated to one of the combatants damaging the other person’s car. It started when one driver made a U-Turn and parked in front of a market at San Jose and San Juan. Another driver, making a left turn onto San Juan claimed the first driver cut her off. The first driver drove away and stopped at Delano and San Juan. The second driver also stopped and got out her car, carrying a pocket knife, and approached the first driver who was also armed with a pocket knife. The first driver then damaged the victim’s hood and fender, and slashed a front tire, before driving away on Delano towards Ocean Avenue. Report number: 170949825

A soccer player, at Crocker-Amazon Playground, was brutally assaulted by a suspect as the athlete ran to retrieve a ball.  Witnesses and the victim told Ingleside Officers Naser, Johnson, Tiffer, Johnson, and Mora that the 16 year old soccer player went to retrieve the ball that had rolled out of bounds. As he walked by, the suspect suddenly swung a pair of sharp scissors at the young man wounding him in the arm. The athlete went back to his teammates who called police. The suspect got up and walked away with a witness following. The witness pointed out the suspect to officers near Moscow and Amazon. He was arrested at the scene and charged with aggravated assault. An ambulance transported the wounded soccer player to San Francisco General Hospital where he was treated for a stab wound to his right arm. Report number: 170947443

A woman who had shoplifted items from the Safeway Store several times before showed up again to resume her felonious routine. The store employees recognized the woman who was subject to a “stay away” order. The order didn’t stop her this time as she took items, placed them into a bag, and started walking out without paying. A Safeway employee tried to stop the woman from leaving with the stolen items. Instead of giving them back, the woman took out a pair of scissors, raised the scissors over her head, and threatened to stab the woman employee. The clerk backed away and the woman walked out of the store and soon thereafter, into a pair of handcuffs from Ingleside Officers Hoge and Bailey. A call of “shots fired” prompted dispatch to send Ingleside Officers Seavey, Lee, and Archilla to investigate. The officers arrived and found several 9mm shell casings on the street near the park. A witness said he saw a suspect crouching between some construction machinery firing a gun towards the park. The witness said the suspect shot three times before standing up and fleeing westbound on Highland Street. The officers searched the surrounding area for the suspect without success. 5:30am       200 Blk. Cortland                      Burglary
Ingleside Officers Dedet and Wong were dispatched to an alarm at a business on the 200 block of Cortland. The owner of the business greeted the officers when they arrived and pointed to a front door that had been damaged by a crowbar. Inside, two cash drawers were missing with a significant amount of money. Surveillance video showed the suspect breaking into the store, grabbing the cash, and then escaping on foot toward Bocana Street. Report number: 170943269

A BART rider walking home east Geneva toward San Jose Avenue passed a pedestrian talking on his phone. After the victim passed the man, the suspect turned and started walking behind him. The victim told Ingleside Offices Siracusa and Quinlan the pair turned onto Nahua Avenue when the suspect suddenly confronted the victim with a gun. The suspect searched through the victim’s clothing removing a wallet containing cash and a Clipper Card. The suspect then escaped on Nahua toward Geneva. Report number: 170945118


4:30pm       600 Blk. Brunswick                   Dog Bite
A tragic attack by two unleashed pit bulls resulted in the death of an older Chihuahua mixed pet. Ingleside Officers Siracusa and Quinlan interviewed the dog’s owner and witnesses, who said the two pit bulls ran down the street and attacked the woman’s Chihuahua as she was walking the leashed dog on Brunswick Street. The woman, along with bystanders, fought to stop the attack with the woman owner suffering injuries from falling into the street. The pit bulls escaped and the woman took her injured pet to a nearby animal hospital where it was pronounced dead from a bite to its neck. The woman was treated at the scene for her injuries by medics. Report number: 170944900

A man, walking down the street, passed a porta-pottey toilet when a suspect suddenly appeared from behind the toilet. The victim told Ingleside Officers Fogarty, Zhao, and Parker that the suspect pointed a gun at him and demanded his wallet. The victim, fearing for his life, handed over his wallet. Next, the suspect asked for his backpack and the suspect surrendered that too. Then the suspect told the victim to lie on the ground, face down, and not move. He did and the suspect ran away north on Whitney. The loss was identification, cash, credit and debit cards, driver’s license, medical cards, a laptop computer, and prescription glasses. The old saying, “If the car’s a rockin, don’t come a knockin”, doesn’t apply to police officers when the car is stolen. That’s the circumstance which confronted Ingleside Officers Rodriguez and Salazar when they happened on a stolen Hertz rental 2017 Infiniti. The officers found the parked car with blankets and clothing blocking the windows and knocked on the rear window. The young man and woman exited the vehicle. A report of “shots fired” sent Ingleside Officers Trail, Hopkins and other units to the unit block of Sunnydale. They found one residence with bullet holes in the front door and another home with bullet damage to the mailbox and front door. The officers did not find anyone injured from the gunfire nor did residents see any suspects. Report number: 170941887

A woman walked into Ingleside Station and told Police Services Aid Rodriguez she had been robbed a short time before. The victim said she was standing in front of her front door when an unknown man approached from behind and grabbed her shopping bag with his right hand. She said the suspect was holding a knife in his left hand. The suspect, along with an accomplice, then ran away down Naples towards Geneva. The loss was groceries. Report number: 170944182

12:08am     4500 Blk. Mission                   Firearm
A customer ran into a store and told the clerk there was a man on the sidewalk out front with a gun. The clerk called police and Ingleside Officers Dedet, Anderson, Burke, and several other units quickly responded. The officers found a group of men walking away from the store with one of them matching the description of the suspect. A search of his clothing revealed a fully loaded Glock semi-automatic weapon. The suspect said he bought the firearm at a farmers market some time ago. He was arrested for illegal possession of a firearm and ammunition and taken to Ingleside Station for booking. 12:00noon  100 Blk. Coleridge                 Hot Prowl Burglary
Ingleside Officer Jensen was dispatched to Elm & Van Ness Avenue where Northern District officers had detained a woman with items stolen from a home on Coleridge Street in the Ingleside District. The suspect had a backpack with electronic items and clothing taken earlier in the day. The suspect also had a quantity of methamphetamine. One of the victims had called police after tracking the stolen items to the intersection of Van Ness and Elm Street. The woman suspect was driven back to Ingleside Station and booked for burglary. Ingleside Officers Foxworth and Espinosa were dispatched to a report of a vandal damaging a Muni bus with graffiti. The officers talked to a passenger and the driver who told the officers several juveniles boarded the #14 Mus and immediately began tagging the windows, doors, and even the ceiling of the bus before exiting the vehicle at Mission and Italy Streets. The officers requested MUNI security provide interior surveillance video from the bus for investigators. Report number: 170940287

A man was standing in the doorway to his home when an unknown suspect walked up, put a handgun to his stomach, and demanded “everything”. He told Ingleside Officers Sherry and Cortez-Cendejas the suspect took a small amount of cash and a cell phone from the victim. The suspect then fled eastbound on Seneca Street.
