Traffic
Safety Enforcement Operations Plan for San Francisco
with
OTS Grant
The San
Francisco Police Department will conduct Traffic Safety Enforcement Operations on
November 28th and 30th with a focus on bicycle and pedestrian safety. Over the
past three years, the department has identified areas where significant numbers
of pedestrian and bicycle-related collisions have occurred and responded by
deploying additional officers to those areas in an effort to prevent deaths and
injuries. Special attention will be given to Focus on the Five violations:
excessive and unsafe speed, unsafe turns, failure to stop for signs and
signals, failure to yield to pedestrians in cross walks, as well as any other
dangerous violation.
San
Francisco is committed to eliminating traffic deaths on our streets by 2024 as
part of Vision Zero SF. Vision Zero SF is our city’s commitment to prioritize
safe streets for everyone.
Bicycle and
pedestrian fatalities are rising in California as more people use these
non-motorized means of transportation. In 2016, California witnessed 867
pedestrians and 147 bicyclists killed, accounting for more than 28 percent of
all traffic fatalities.
All riders
are reminded to always wear a helmet – those under 18 years of age must wear
helmets by law. Pedestrians should cross the street only in marked or unmarked
crosswalks at corners. All motorists are reminded to be mindful of others who
share the road.
Funding
for this program is provided by a grant from the California Office of Traffic
Safety through the National Highway Traffic Safety Administration.

2:18pm 700 Blk. Moscow Aggravated Assault
A
soccer player, at Crocker-Amazon Playground, was brutally assaulted by a suspect
as the athlete ran to retrieve a ball.
Witnesses and the victim told Ingleside Officers Naser, Johnson, Tiffer,
Johnson, and Mora that the 16 year old soccer player went to retrieve the ball
that had rolled out of bounds. As he walked by, the suspect suddenly swung a pair
of sharp scissors at the young man wounding him in the arm. The athlete went
back to his teammates who called police. The suspect got up and walked away with
a witness following. The witness pointed out the suspect to officers near
Moscow and Amazon. He was arrested at the scene and charged with aggravated
assault. An ambulance transported the wounded soccer player to San Francisco
General Hospital where he was treated for a stab wound to his right arm. Report

10:43pm 3300 Blk. Mission Robbery
A
woman who had shoplifted items from the Safeway Store several times before
showed up again to resume her felonious routine. The store employees recognized
the woman who was subject to a “stay away” order. The order didn’t stop her
this time as she took items, placed them into a bag, and started walking out
without paying. A Safeway employee tried to stop the woman from leaving with
the stolen items. Instead of giving them back, the woman took out a pair of
scissors, raised the scissors over her head, and threatened to stab the woman
employee. The clerk backed away and the woman walked out of the store and soon
thereafter, into a pair of handcuffs from Ingleside Officers Hoge and Bailey. Report

6:36pm 600 Blk. Holly Park Circle Discharging of Firearm
A
call of “shots fired” prompted dispatch to send Ingleside Officers Seavey, Lee,
and Archilla to investigate. The officers arrived and found several 9mm shell
casings on the street near the park. A witness said he saw a suspect crouching
between some construction machinery firing a gun towards the park. The witness
said the suspect shot three times before standing up and fleeing westbound on
Highland Street. The officers searched the surrounding area for the suspect
