Officers Hurwitz and Daggett were on patrol when they observed two males on Mission Street engaged in a brief conversation. They observed one of the subjects hand the other a small white object and the other male hand him some currency. Officers believed he was possibly attempted to hide contraband. An additional search revealed the suspect possessed a clear plastic baggie with hand rolled cigarettes. The officers training and experience caused them to believe the cigarettes which contained green vegetable matter and white crystals to be narcotics. They tested the substance which returned positive for the presence of PCP (Phencyclidine).
