A transient man who uses a wheelchair had made multitudes of false reports of emergencies to 911 causing both police and fire department responses. Officer Sanchez responded to a request by SFFD to cite the man after he had again made a false report to 911. Officer Sanchez cited the man for the violation. Report number 101121448
