Traffic Safety Enforcement
Operations Plan for San Francisco
with
OTS Grant
The San
Francisco Police Department will conduct Traffic Safety Enforcement Operations
on September 15th, 18th, 22nd, 25th and 29th with a focus on bicycle and pedestrian safety. Over the
past three years, the department has identified areas where significant numbers
of pedestrian and bicycle-related collisions have occurred and responded by
deploying additional officers to those areas in an effort to prevent deaths and
injuries. Special attention will be given to Focus on the Five violations:
excessive and unsafe speed, unsafe turns, failure to stop for signs and
signals, failure to yield to pedestrians in cross walks, as well as any other
dangerous violation.
San
Francisco is committed to eliminating traffic deaths on our streets by 2024 as
part of Vision Zero SF. Vision Zero SF is our city’s commitment to prioritize
safe streets for everyone.
Bicycle and
pedestrian fatalities are rising in California as more people use these
non-motorized means of transportation. In 2013, California witnessed 701
pedestrians and 141 bicyclists killed, accounting for more than 28 percent of
all traffic fatalities.
All riders
are reminded to always wear a helmet – those under 18 years of age must wear
helmets by law. Pedestrians should cross the street only in marked or unmarked
crosswalks at corners. All motorists are reminded to be mindful of others who
share the road.
Funding for
this program is provided by a grant from the California Office of Traffic
Safety through the National Highway Traffic Safety Administration.

12:07am Naples & Russia D.U.I
Ingleside
Officers Zhao, Siracusa, Bailey, and Quinlan were dispatched to the scene of an
accident on Naples involving a PT Cruiser striking a double parked BMW. When
the officers arrived the driver of the PT Cruiser drove away leaving behind his
California ID card which had been seized by neighbors. The ID card and the PT
Cruiser belonged to a resident who lived nearby on Regent Street. Ingleside Officers
George and Cassinelli located the PT Cruiser and the driver stopped in the 2800
Block of Alemany. The suspect told the officers he hadn’t consumed any alcohol
and there was nothing wrong with his car. He was asked to step out of the car
and take a roadside sobriety test. He failed the examination. The suspect
consented to a breath alcohol test which revealed a blood alcohol level almost
three times the legal limit. He was arrested for DUI, fleeing the scene of an
accident, and driving without a valid license. Report number: 170738270
Serious Incidents:
4:10am 500 Blk. London Aggravated Assault
A man walking home noticed a gray Toyota parked with its
emergency lights flashing. An unknown man in the car told the pedestrian to
stop. When he didn’t, three men exited the car and started kicking and punching
the victim on his face and body. The victim heard one of the suspects tell him,
“this will make you a man”. After a short while, the suspects got back in the
car and sped away. Ingleside Officers Burke and Cortez Cendejas arrived and
called for medical assistance. The victim was treated at the scene by medical
personnel and refused transport to the hospital. Report number: 170741057

Ellsworth Battery
A MUNI driver stopped his bus in the 900 block of Ellsworth
and exited his bus. He told Ingleside Officer Zandanel that an unknown man,
standing on the sidewalk, started swearing at him. Then, for no reason, the
same man sprayed a sugary drink at the face of the MUNI driver, before walking

7:42pm 600 Blk. San
Jose Battery
An accidental bump, an apology, and then a punch. All three
were not on the menu board at Mitchell’s Ice Cream Parlor. It all stated during
a warm evening with crowds waiting to buy the products of one of San
Francisco’s most famous ice cream emporiums. A woman customer, getting her
sample taste of a flavor she was contemplating buying, accidentally bumped a
woman behind her. The woman turned around and apologized to the other customer.
But it wasn’t enough. The victim told Ingleside Officer Watts the suspect
started yelling at her and followed her outside the parlor into the store’s
parking lot. Once there, the suspect punched the victim in the face before
running back to the store and rounding up her friends who got in a car that
quickly drove away. The victim refused medical attention. Report number:

9:55pm Brazil &
Mission Robbery
Ingleside Officers Lozano and McCall responded to a report of
a street robbery. When they arrived on scene they found an intoxicated victim
suffering from numerous injuries to his face. The officers requested an
ambulance and asked the victim what happened. He told the officers three
different stories about a couple who attacked him on the street, and stole his
wallet. He told the officers that he couldn’t describe the suspects or their
