 Traffic Safety Enforcement Operations Plan for San Francisco
                                         with OTS Grant

The San Francisco Police Department will conduct Traffic Safety Enforcement Operations on June 1st, 9th, 12th, 20th and 27th with a focus on bicycle and pedestrian safety. Over the past three years, the department has identified areas where significant numbers of pedestrian and bicycle-related collisions have occurred and responded by deploying additional officers to those areas in an effort to prevent deaths and injuries. Special attention will be given to Focus on the Five violations: excessive and unsafe speed, unsafe turns, failure to stop for signs and signals, failure to yield to pedestrians in cross walks, as well as any other dangerous violation.

San Francisco is committed to eliminating traffic deaths on our streets by 2024 as part of Vision Zero SF. Vision Zero SF is our city’s commitment to prioritize safe streets for everyone.

Bicycle and pedestrian fatalities are rising in California as more people use these non-motorized means of transportation. In 2013, California witnessed 701 pedestrians and 141 bicyclists killed, accounting for more than 28 percent of all traffic fatalities.

All riders are reminded to always wear a helmet – those under 18 years of age must wear helmets by law. Pedestrians should cross the street only in marked or unmarked crosswalks at corners. All motorists are reminded to be mindful of others who share the road.

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

An early morning runner noticed someone lying on the ground near the trail. When he got closer he realized that the person was not moving and called the police. He then returned to the park entrance and waited for police to arrive. Ingleside Officers Fogarty and Sherry were first on scene along with fire and medical personnel. A fire department captain arrived and quickly pronounced the victim deceased. Captain McFadden, Lieutenant Yee, Sgt. Lau, other Ingleside officers, along with Homicide Inspectors soon arrived and took over the investigation. Report number: 170427821

Family members returned home to find three suspects holding relatives hostage while the suspects searched the premises for valuables. Ingleside Officers Peralta, Tilan, and Reggi interviewed victims who said the three suspects broke through the front gate and entered the home detaining and assaulting several residents. Other residents unknowingly arrived home and found the suspects and family members in the living room. The suspects took wallets, ID’s, cash, credit cards, phones, tablets, and other valuables before escaping after instructing the victims to stay in a bedroom and not to come out for several minutes. A BART rider was robbed of her phone as she left the Balboa Park Station. The victim told Ingleside Officers Scott and Hardy that she was walking up the stairs on the north side of Geneva Avenue when an unknown suspect ran up behind her and snatched her cell phone from her hand. During the escape, the victim said she saw a second man join the first as they ran east on Geneva Avenue. The woman victim attempted to chase the two men but stopped her pursuit after falling and injuring her hand. A passerby, who witnessed the theft, called police. Report number: 170429827

A couple parked their car and were walking home when they were suddenly confronted by three men wearing all black clothing. One of the suspects, pointing a handgun at the couple said, “what have you got”, asking for money. Another suspect searched the woman victim’s pockets looking for valuables. The couple, fearing for their lives, surrendered her purse, wallets, and other items to the three men who ran to a waiting vehicle that sped away. The two victims returned to their car and drove around the neighborhood searching for the suspects before calling police. Report number: 170430799

A motorist, mysteriously confused about how to use turn signals, caught the attention of Ingleside Officer Curry.  Curry was on routine patrol when he spotted an older Acura stopped at Myra and Molimo Streets. The Acura driver put his right blinker on but turned left at the intersection. Officer Curry decided to run the plate and quickly discovered the Acura was reported stolen from a San Bruno address. He called for backup and pulled the Acura over near Miraloma Park. The driver and his female passenger got out of the car and started to walk away but Curry, with the assistance of Ingleside Officers Gomez, Lujan, and Tillan quickly detained and arrested the driver. A search of his clothing revealed a package of methamphetamine and another of marijuana. A records search revealed a $5000 warrant for the driver’s arrest on theft and narcotics charges. He was taken to Ingleside Station and booked for vehicle theft and the warrants. His passenger was released at the scene. The owner of the stolen vehicle traveled to the station to retriever her car. Ingleside Officers Lee and Archilla were on the lookout for a suspect who was wanted on several San Mateo County warrants for driving with a suspended and/or revoked license. They found him going for a walk with his dog after leaving his home on the 400 block of Naples Street. He was arrested without much drama and a search of his clothing revealed a baggie of rock cocaine in one of his pockets. He was taken to Ingleside Station for booking. Report number: 170426920

An alert neighbor called police after watching three men, wearing hoodies, exit a car, “jimmy” the front gate of a home across the street, and enter the residence. The suspects went in and then exited the home a short time later just before Ingleside Officers Cvetovac, Elliston, Chang, and Sgt. Ho arrived. Inside the officers found a ransacked home with an open safe and a significant amount of cash missing from a safe. The residents of the home were unable to determine an exact assessment, besides the contents of the safe, of what was stolen. The Ingleside Investigative Team has been assigned the case. A landlord tenant dispute entered a new phase with the police being called because of gunfire. The landlord explained to Ingleside Officers Dominguez and Cagney that he accused a tenant of vandalizing the backdoor of the building. The landlord called police to report the vandalism but the tenant, and an accomplice, left the residence and circled the block firing a gun into the air while passing in front of the landlord’s building. A man sleeping in his garage bedroom was awakened by the sound of his homeowner’s dog barking upstairs. He opened his bedroom door and saw an unknown man in the garage. The suspect told him to get down on the floor but, instead of complying, he quickly retreated to his bedroom, locked the door, and called police. Ingleside Officers Tilfer and Chang arrived to investigate. The homeowner told the officers that both upstairs bedrooms had been rifled through and a safe disassembled. The officers also discovered the front gate security gate and front door had been forced open. The loss from the burglary has yet to be determined. Report number: 170419163

A man watching a basketball game looked out his front window and saw two men peering into parked vehicles. The man ran outside and yelled at the suspects who got into a grey car, which sped away before stopping a short time later. The man continued pursuing the suspects until one of them pointed a gun out a rear window. The witness then retreated to his home and called police. Ingleside Officers Anderson and Lance arrived to take a report and broadcast a description of the vehicle. A short time later, Bayview Station officers located the vehicle on Oakdale Avenue. The Bayview officers stopped the car and the driver fled into nearby housing. The two passengers were detained and the officers discovered a replica firearm in the trunk of the car. The witness, from Holly Park, was driven to the scene and positively identified one of the passengers as the man who threatened him with a gun. The suspect was issued a citation for possession of an imitation weapon and released. Report number: 170417838

A victim walked into Ingleside Station to report a robbery that occurred in the Tenderloin District. The man told Ingleside Officer Washington That he was standing outside a hotel on Ellis Street, talking on his phone, when a woman walked up to him and snatched his phone. She said she would give him his phone back if he gave her $50. Before he could answer, an unknown male accomplice walked up and punched him the mouth forcing him to the ground. He goes back into the hotel and he told the officers he was unable to get assistance. But, an unknown man told him he saw the crime and knew where his phone was. The suspect and the unknown man walked 20 feet toward Polk Street before he was pushed to the ground again by another suspect who took his backpack containing a laptop computer, wallet, credit cards, and cash. Ingleside Officers Scott and Hardy were on routine patrol when they spotted a speeding older Pontiac traveling eastbound on Mansell. The officers noticed the pungent smell of burning rubber which can sometimes mean the vehicle was doing “donuts” in the area. The officers activated their emergency lights and stopped the car at Mansell and Visitacion. The driver told the officers that he had recently purchased the Pontiac using the “Offer Up” app. However, he was never issued a driver’s license and had a criminal record. He also didn’t have proof of purchase, a pink slip, registration or insurance. The officers found the current owner of the vehicle, who said it had been stolen during the last few hours from his San Francisco home. He also said there was $750 in cash in the vehicle’s glove box. The officer found the cash, but it was in the thief’s back pocket. They also found a screwdriver in the ignition and a quantity of methamphetamine in another pocket. Report number: 170412894

A woman returned home and found her front door open. Doing the right thing, she stayed outside and called police. Ingleside Officers Trujillo and Tiffer arrived on scene. She told the officers that her sister-in-law and the relative’s young son were still in the house. The officers entered the home and thoroughly searched the premises finding the woman and son unharmed. The officers determined that the burglars broke the metal gate and front door to enter the home. They also found several rooms had been rummaged but the homeowner was unsure if anything had been stolen. Report number: 170410882[HAN1]

A woman doing chores in her basement heard noises coming from the living room upstairs in her home. She went upstairs and saw two suspects, one holding a container of bleach in his hand in the bathroom, and another holding a crow bar. She asked the suspects to leave her home and one of the men told her to go downstairs and they would all leave. She agreed, and went downstairs and waited before returning upstairs. The suspects had left. She looked out her front door window and saw a white compact car speeding away. She called police and Ingleside Officers Leung and Washington arrived. The victim told the officers that cash and jewelry were missing from her home. Report number: 170411266

A customer began arguing with a store owner over an outstanding bill of $8. The victim told Ingleside Officers Calupad and Dungca that the customer entered the store and tried to buy some additional items on credit. When the store owner told the customer he still owed money for previous purchases, he got angry and left the store. He later returned and was detained by the officers who attempted to calm the customer. However, he became combative and dragged one of the officers to the ground while being detained. A homeowner went to visit his house under renovation and discovered a man inside the building. He called police and Ingleside Officers Chang and Gomez found the trespasser in the backyard. He was removed from the home and arrested. The homeowner said his building is unoccupied during the remodel, but that he and his real estate agent visit the home on a regular basis. (Captains Note: This event reinforces the rule that you should never enter your home if you see an open door. Stop, call police, and wait outside.)
This woman and her son returned home and noticed their garage door was open. They walked inside and saw a downstairs room in disarray. The homeowner yelled, “Who’s there?” A woman’s voice, from upstairs, yelled back, “…. You, I figured out how to open your garage door. Get ….. out!” The woman, fearing for her life, grabbed her son and fled the home through the open garage door. The pair saw the suspect exit the home, carrying clothes and valuables, shouting threats, and running away on Ellsworth towards Bernal Heights Blvd. Ingleside Officers Mendiola, Labson, Garza, and Sgt. Ly arrived on scene and found the suspect a few blocks away. She was arrested and the stolen items returned to the homeowner. The victims, inside the home, found several rooms ransacked with items strewn about the floors. Report number: 170402481

Ingleside Officers Cvetovac, Elliston, and Lt. Yee responded to another call involving a home burglary where the suspect broke into the residence while someone was home. When the officers arrived a residents showed them several rooms that had been ransacked with shoes, electronics gear, and other items stolen. The officers discovered the burglars had climbed over a backyard fence, broke the window on a door, reached in and opened the door to enter the home. A woman, who lives at the home, heard the burglars break in and called her son, who called police. The officers talked to neighbors one of whom told the officers that he saw two suspects in the burgled home’s backyard.
