New “Coast to Coast” Seat Belt Enforcement Effort Aims to Increase Click It or Ticket Participation, Save Lives  

San Francisco, CA – From May 23 to June 5, 2016, local law enforcement personnel will participate in the national Click It or Ticket campaign in an effort to save lives through increased seat belt use. This education enforcement period comes ahead of the Memorial Day holiday, one of the busiest travel weekends of the year.
According to research conducted by the National Highway Traffic Safety Administration, while 88.5 percent of passenger vehicle occupants buckled up in 2015, almost 50 percent of occupants of fatal crashes nationwide are not restrained. In some states, the rate is as high as 70 percent unrestrained in fatal crashes.  In California, more than a half million people travel our roadways at grave risk without proper restraints. These facts gravely highlight the need for increased education, awareness and enforcement and awareness of seat belt use.  
This year, NHTSA is aiming to increase campaign participation even more by coordinating a “Coast to Coast” seat belt education and enforcement effort with the California Highway Patrol and law enforcement around the I-10, I-40, I-70 and I-80 corridors. Additionally, law enforcement agencies statewide are joining the Click It or Ticket effort to emphasize the “Coast to Coast” seat belt safety awareness campaign in all 50 states.   
“As law enforcement, we have a special role in helping protect the safety of our citizens, from the East to the West Coast,” said Chief Toney Chaplin, San Francisco Police Department. “Time after time, we see the deadly results that come from drivers and passengers refusing to wear a seat belt. Wearing a seat belt is one of the most important steps in increasing survivability in a crash. Our job is to stop those who are not buckled up, and to keep them from repeating this potentially deadly mistake.”
In 2014, nearly half of the 21,022 passenger vehicle occupants killed in crashes nationally were unrestrained, according to NHTSA. During the nighttime hours of 6 p.m. to 5:59 a.m., that number increased to 57 percent of those killed. Law enforcement agencies will write citations day and night, with a zero-tolerance approach.   
“Hundreds of thousands of citizens will be traveling this Memorial Day weekend, as well as throughout the summer vacation season. We want to make sure that people are buckling up to keep themselves and their families safe. It is the greatest defense in a vehicle crash,” said Rhonda Craft, Director of the California Office of Traffic Safety.

Reports of “shots fired” sent Ingleside officers Siracusa, Quinlan, and half dozen colleagues to the 100 block of Schwerin were the officers discovered numerous shell casings in the streets. Interviews with witnesses as well as security camera footage showed one of the passengers in a grey Subaru firing a gun out the window while pursuing a black Nissan. Later that evening, a man walked into San Francisco General Hospital with a gunshot wound to his leg possibly related to this event. The Ingleside Station Investigative Team has been assigned this case. Report number: 16045255

A man sitting at a restaurant table was robbed of his laptop computer. The victim told Ingleside officers Mc Milton and Sandoval that the suspect loitered near his table then suddenly grabbed his computer from his hands and fled out the door. The victim chased the suspect until he entered a parked car and fled the scene. Mc Milton and Sandoval were able to access surveillance video of the suspect and an accomplice who had entered the restaurant approximately 10 minutes prior to the theft. The stolen computer was valued at $300. Report number: 160425794

A report of a stabbing sent Ingleside officers Neary, Zhao, and McCall to investigate. When they arrived on scene they found the victim bleeding from three stab wounds. The officers summoned medical help and rendered first aid until the ambulance arrived. The victim told the officers that he was suddenly attacked by five men he didn’t know and for a reason he didn’t know. The victim was taken by ambulance to San Francisco General Hospital where he underwent successful emergency surgery and is listed in stable condition. The case has been assigned to the Ingleside Station Investigative Team. Report number: 160426087

A man walking down the street listening to music on his headphones was accosted and robbed by two suspects. The victim told Ingleside officers Tilan and Suguitan that one of the suspects grabbed him from behind and put him in a ‘bear hug” while the other suspect reached into his back pocket and took his wallet. A witness yelled at the suspects which prompted one of the men to punch the victim in the face and shove him into a nearby wall. The suspects then escaped running eastbound on Sunnydale Avenue. A woman, half asleep on a sofa in her living room, heard what she thought was her dining room window opening. She initially thought it was her husband and son returning home and didn’t react. Sometime later she heard someone rummaging around the 1st floor bathroom which faces the living room. The woman opened her eyes but again thought it was her son and didn’t get up. Then, shortly thereafter, she head the dining room window open again and realized the noise was from an intruder. The woman screamed and her husband and son quickly came running downstairs. The family called police and Ingleside Officers Kellogg, Chang, and Kovitprakornkul responded. A search of the home found the only item taken in the burglary was a wrist watch belonging to the husband. Report number: 160415109

Several residents called police to report a computer and backpack missing during a suspected burglary of their home. Ingleside Officer Morgante investigated the burglary and concluded the suspect may have entered the residence through an unlocked bathroom window which leads to a light well. Officer Morgante discovered that a similar “Ninja like”, burglary occurred at another address on Mirabel street where a suspect dropped from the roof into a light well and burglarized a home. Numerous Ingleside units chased the suspect across the roof tops but he escaped. Report number: 160417547


9:15pm       2000 Blk San Jose                      Robbery w/Force
Two young men, foreign tourists, were robbed while sitting at the Balboa Park Skate Park. The victim told Ingleside Officers Wells and Scott that he and his friend decided to ride their skateboards at the park. He placed his passport on the ground next to him and before long three young men approached and took his passport, before one of them punched him in the face. They also tried unsuccessfully to take the victim’s IPhone before running away westbound on Ocean Avenue. The victim declined medical attention. Report number: 160413783

A man at home with his wife and child heard unusual noises coming from his bathroom. He told Ingleside Officers Dilag and Aiello, he walked to the bathroom and looked inside only to be startled to see two legs coming through the window. The resident yelled at the suspect who quickly pulled his legs back outside and climbed back onto the roof to escape. A neighbor told Dilag and Aiello that she saw the suspect running across the roof and then climbing down the side of the home into the backyard before running away in an unknown direction. The victims told the officer that nothing was taken during the attempted burglary. Report number: 160413959

A man stepped out of a home to smoke a cigarette. He told Ingleside Officers McKay and Margreiter, that he was approached by three men who gave him a bottle of hard liquor to drink. He said he drank a short amount of alcohol from the bottle and then walked across the street to the Wells Fargo ATM where one of the three suspects drew a weapon, pointed it at him, and demanded money. The victim withdrew $200 and gave it to the suspects. He told the officers the suspects forced him into a car and drove him around the city forcing him to drink alcohol from the bottle.  He said while in the car his wallet and IPhone were stolen from him. Finally the suspects dumped him out of the car in an unknown area and he passed out. He woke up later in the morning and got a cab ride home where he called police. Report number: 160414593

In some states, the rate is as high as 70 percent unrestrained in fatal crashes.  In California, more than a half million people travel our roadways at grave risk without proper restraints. These facts gravely highlight the need for increased education, awareness and enforcement and awareness of seat belt use.
This year, NHTSA is aiming to increase campaign participation even more by coordinating a “Coast to Coast” seat belt education and enforcement effort with the California Highway Patrol and law enforcement around the I-10, I-40, I-70 and I-80 corridors. Additionally, law enforcement agencies statewide are joining the Click It or Ticket effort to emphasize the “Coast to Coast” seat belt safety awareness campaign in all 50 states. 
“As law enforcement, we have a special role in helping protect the safety of our citizens, from the East to the West Coast,” said Chief Toney Chaplin, San Francisco Police Department. “Time after time, we see the deadly results that come from drivers and passengers refusing to wear a seat belt. Wearing a seat belt is one of the most important steps in increasing survivability in a crash. Our job is to stop those who are not buckled up, and to keep them from repeating this potentially deadly mistake.”
In 2014, nearly half of the 21,022 passenger vehicle occupants killed in crashes nationally were unrestrained, according to NHTSA. During the nighttime hours of 6 p.m. to 5:59 a.m., that number increased to 57 percent of those killed. Law enforcement agencies will write citations day and night, with a zero-tolerance approach. 
“Hundreds of thousands of citizens will be traveling this Memorial Day weekend, as well as throughout the summer vacation season. We want to make sure that people are buckling up to keep themselves and their families safe. It is the greatest defense in a vehicle crash,” said Rhonda Craft, Director of the California Office of Traffic Safety.

Ingleside Officers Lozano and McCall were on routine patrol when they spotted an older Honda Accord parked on Mission Street with two occupants. The officers, like all police officers, were keenly aware that older Honda’s are the vehicle of choice for car thieves. A computer check revealed the Honda was stolen earlier from a San Francisco address. The officers pulled up behind the Honda, exited their patrol car, and ordered both occupants out of the vehicle. The officers discovered a screwdriver instead of a key was used to drive the Honda. The driver was arrested for possession of stolen property and his passenger was released at the scene. Another stolen car was discovered during another routine patrol, this time with different officers. In this incident, Ingleside Officers Jensen and Carew were traveling on Bernal Heights Blvd. when they spotted a parked late model Dodge Avenger with the lights off and a single occupant. The officers ran the vehicle’s license plate which came back stolen from an address in San Francisco. Jensen and Carew asked the woman occupant for license, registration, and insurance. She could provide none of the three. She did give the officers her name. But that turned out to be a false name. When she did provide her true name it turned out she was wanted on an active felony warrant. She told the officers that she did not know the car was stolen and that her cousin gave her the car to use. She couldn’t provide her cousin’s name or phone number. She said she went to Bernal Heights to look for her lost cat. The officers placed her in custody and arrested her for her warrants and possession of stolen property. Before being taken Ingleside Station for booking, she asked Officer Jensen to look for her lost cat. He politely agreed and looked around the surrounding area for the lost feline without success. 11:05pm     2200 Blk San Jose                     Robbery w/Force
A man waiting at a bus stop near the Balboa Park BART Station was punched and then robbed of his IPhone. The victim told Ingleside Officers Toomey, George, Dilag, and Villalozano that he was on his phone, waiting for a Muni bus, when a male suspect grabbed his phone from his hand. The victim asked the suspect and his female companion, “What are you doing?” The male suspect responded, “what are you going to do”, and then punched the victim in the right eye, sending him to the ground. The victim got up and, grabbed a container of pepper spray out of his pocket, and sprayed the male suspect in the eyes. Both suspects then took off running east on Geneva with the victim in pursuit. During the chase, one of the suspects threw the victim’s phone over a fence on Geneva Avenue. In less than three blocks, both suspects were apprehended by police and placed in custody. The stolen phone was recovered from the backyard of a home on Geneva Avenue. The victim and one of the suspects were treated for minor injuries at the scene by medical personnel. A young man, preparing for school, was downstairs in his home doing laundry when he heard a loud banging on the back basement door. He went to the back door and saw his uncle forcing the door open. Fearing for his safety, he gathered his laundry and his school supplies, and fled the premises to go to school. When he returned home later that evening he and his father called police to report the burglary. Both told Ingleside Officers Marshall and Wells the only thing missing was a tool box and tools. A woman called police to report a robbery and physical attack on a Muni bus. The teenage victim told Ingleside Officers Chew and Dominguez that she noticed a young man staring at her at the bus stop. She boarded the #44 bus with the suspect right behind her. While on the bus the suspect grabbed her buttocks and then reached in her purse and took out a $100 in cash before fleeing the scene when at the next bus stop. Report number: 160410018

A man parking his car was attacked and robbed of his belongings. The victim told Ingleside Officers Dilag and Villalozano that the suspect approached him from behind and put what felt like a gun to his back. The suspect demanded his wallet and after getting the victim’s property, punched the victim in the mouth before fleeing. The loss was cash, credit cards, and a driver’s license. A family went to bed at night believing their home was locked and secured. The man, his wife, and children told Ingleside Officer Chang they didn’t hear anything suspicious or alarming during the night. When they awoke the next morning their garage door was open and an IMac laptop, IPad, and sound amplifier was missing from a downstairs office. The victim told Officer Chang that no other items were missing from the home. Report number: 160409425

Another family awoke in the morning to find valuables missing from their home due to a nighttime burglary. The investigation again was assigned to Ingleside Officer Chang who discovered the burglar entered the premises after removing a bug screen in front of a partially open ground floor window. The victims told Officer Chang the burglar stole a backpack containing a notebook computer as well as a wallet sitting on the kitchen table. Report number: 160408847

A traffic accident involving an ambulance and a private auto prompted dispatch to send Ingleside Officer Dudley and Ingleside Sgt. Ly to investigate. When the officers arrived they found a late model Volkswagen sedan with front bumper damage and a King American ambulance with damage to its rear bumper. The ambulance medical personnel told the officers that they were traveling eastbound on Crescent when they stopped at the stop sign at Andover. They were suddenly struck from behind by the Volkswagen driver. The officers interviewed the driver of the Volkswagen who appeared confused, had trouble answering questions, and had slurred speech. He agreed to a field sobriety test which was conducted on the sidewalk near the accident. He failed the test and was arrested for driving under the influence. He declined to take a blood alcohol. The officers contacted a Superior Court Judge who issued a warrant for the test. The suspect was taken to Mission Station where a phlebotomist performed the procedure. He was then transported to the County Jail and booked for the D.U.I.  Report number: 160404174

A dispute at a gas station led to a customer being pepper sprayed by another customer. The victim told Ingleside Officers Siracusa and Quinlan that her husband, who was driving, was backing into a lane in front of one of the gas pumps when another customer quickly drove her SUV behind their car trying to prevent the victim from getting gas. A brief argument ensued after which the customer’s husband went into the station store to pay for the gas while his wife stayed in the car. A few seconds later, the suspect was at the victim’s passenger side open window, reached her arm into the car, called the victim a “b...h”, and pepper sprayed her in the face. The suspect then ran to her vehicle and drove away from the scene. Medical personnel were dispatched to the station to treat the victim. Ingleside officers reviewed the gas station security video and obtained a picture of the suspect. Report number: 160404992

A man was awakened by the sound of his garage door opening. He looked out his front window and saw an unknown man inside his wife’s Prius which was parked in front of the home. The victim stomped on the floor, above the garage, and called police. The suspect quickly fled moments before Ingleside Officers Sandoval and McMilton arrived. The victim’s wife told the officers that she kept a garage door opener inside the Prius and believed the suspect used the device to enter the home’s garage. Both victims said nothing was missing from the premises. Report number: 160399274

A woman working while sitting in a café was robbed of her computer. The victim told Ingleside Officers Campos and Elliston that she was sitting at a table with earphones connected to her laptop when an unknown male suspect came in, grabbed her computer, then ran away. A couple of café patrons chased the suspect but lost sight of him a few blocks away. Investigators are reviewing surveillance video of the theft which may help identify the thief.
