The San Francisco Police
Department Announces
Enhanced Foot Beat Deployment
Strategies
The San
Francisco Police Department announced today it is nearly doubling the number of
uniformed foot beat officers on city streets to help prevent property and
violent crimes. This strategy was developed to provide a more robust approach
to identifying criminal activity and supporting the district station captains
and investigators with timely and accurate, data-driven information.
“We need to
change the trajectory of where crime trends are going,” said Police Chief
William Scott. “The data clearly shows that the presence of our uniformed
personnel acts as a deterrent to crime. A more visible presence also provides
the public with an increased sense of security and more opportunities to work with
law enforcement to prevent crime.”
The
additional foot patrols are enabled by the re-purposing of personnel from
investigative units and district stations. The stations will continue to focus
on seven days a week beat coverage, with officers on foot and on bicycle
interacting with the public. Station captains will deploy foot beat officers to
known, problematic areas and have the discretion to conduct undercover
operations with plainclothes patrols as well.
The
department’s enhanced strategy also includes a focus on education and crime
prevention to address auto burglaries and crimes of opportunity, particularly
in tourist areas and other neighborhoods hit hardest by these types of crimes.
As part of the department’s “Park Smart” program, SFPD is distributing
educational, multilingual signs and posters and other materials advising
residents, visitors and tourists to not leave their valuables in their vehicle.
Arrests:
12:25am Unit Blk. Ocean Resisting
Ingleside
Officers Mroz, Stoffel, and Dominguez were on routine patrol when they spotted
a vehicle parked in the B of A parking lot with the lights out and no front
license plate. The officers pulled next to the vehicle, got out of their patrol
car, and asked the driver for some identification. Instead of cooperating with
the officers she became defiant, rolling up her window, and refusing to supply
any ID. After a prolonged discussion, the officers gained access to the vehicle,
and removed the suspect who struggled with the officers. She was placed in
handcuffs while the officers searched the car. The vehicle was full of clothes
and a smoking pipe used to ingest marijuana. She had a valid driver’s license
and the vehicle was registered to her. The suspect was cited for resisting
arrest, the vehicle code violation, and released at the scene. Report number:

12:45am Geneva & Mission Aggravated Assault
A
dispute in a bar turned into a street brawl involving several people. Ingleside
Officers Foxworth, Trumpp, Salazar, and Espinosa arrived at Geneva and Mission
to see people running in all directions. The officers were able to corral the
victims and suspects to sort out the circumstances. What they discovered was
the dispute led to an attack on one man in the bar that spilled out onto the
street with friends and associates of both sides involved in the brawl. The
officers, showing great patience and determination, were able to charge three
people with aggravated assault and other serious crimes. An ambulance arrived
and medics treated two people at the scene. Report number: 170700401
Serious Incidents:
10:40am 600 Blk. Portola Theft
A Starbucks customer, sitting at a table near the front door,
was suddenly approached by a suspect who took his laptop computer and fled out
the front door. The victim chased the suspect as he ran east on Portola to
Teresita and south on Teresita where he boarded a parked vehicle that sped
away. Ingleside Officer Trujillo arrived to investigate and obtained security
camera video from several businesses in the area. Report number: 170700978
9:00pm Bayshore &
Arleta Carjacking
An elderly man walked up to Ingleside Officer Garza to report
a carjacking. The victim told the officer a tale almost two bizarre to be true.
He said several days before, in Hayward, he was flagged down by a woman who
wanted a ride to San Francisco. He agreed and they drove to the Sunnyvale
Housing Projects and parked. They spent two days in the car barely talking.
Finally, on Monday morning, the man told the woman he had to go to work and she
had to leave the car. The woman requested he drive her to a nearby Motel. They
parked and the woman refused to leave instead punching the victim in the face
before driving away with the man’s car. The victim walked to a nearby
convenience store, at Bayshore and Arleta, and didn’t call police out of
embarrassment. When Ingleside Officer Garza went into the store, the victim
decided to tell him about the carjacking. Ingleside Officer Mroz contacted the
victim’s daughter who drove to the scene and gave her father a ride home.
