A record check revealed the driver had no license issued in the State of California.
The driver agreed to submit to field sobriety tests, which he failed. He was placed under arrest and voluntarily submitted to a blood test. He was transported to Mission Station where a phlebotomist responded and drew blood. The officers seized the envelope and delivered it to Southern Station.
