The car was damaged and on three wheels. The officers approached the car, saw the passenger side wheel missing, and noticed moderate damage to the vehicle. Officer Kikuchi asked the driver to turn the vehicle off. The driver stumbled out of the vehicle, almost falling over and had a distinct odor of alcohol. The officers noticed that the driver also had watery eyes, an unsteady gate, and slurred speech. Due to the driver’s apparent level of intoxication, Officer Neary proceeded to arrest the driver.
