Rules and pointers for pedestrians and drivers
Pay attention to reduce your chances of being in an accident
The most important safety tip to reduce pedestrian injuries and fatalities is to pay attention. You can significantly reduce your chances of being in a collision with a motor vehicle by obeying traffic rules and being aware of dangers posed by cars in your vicinity. Make eye contact with drivers if possible and make sure that they can see you.
Both drivers and pedestrians have certain safety responsibilities that depend on both circumstances and common sense.
Drivers must:
- Yield to pedestrians when crossing a sidewalk or entering an alley or driveway
- Yield to pedestrians who have started crossing at an intersection or crosswalk on a "walk" signal or a green light, if there is no walk signal
- Yield to pedestrians who are crossing the highway within a marked or unmarked crosswalk at an intersection where there are no traffic lights or control signals
- Not overtake and pass any vehicle that stops at an intersection or crosswalk to permit a pedestrian or bicyclist to cross the roadway safely
Pedestrians must:
- Yield to drivers when crossing a road where there is no intersection or crosswalk or where the pedestrian does not have a green or "walk" signal and where vehicles have a green signal
- Not suddenly move into the path of a closely approaching vehicle that does not have sufficient time to yield for a pedestrian
- Walk on and along the left side of a highway when not walking on a sidewalk. Note: This law does not apply to bicycles. Bicycles operate under the same laws as other legal vehicles on the road and should always stay on the right side of the road.
Burglary Alert: A rash of burglaries have been taking place where an odd an unusual technique is being used to gain entry into garages. To date, Ingleside officers have responded to six separate burglary reports that have mostly taken place in the Noe Valley area. Officers have noticed that an unknown suspect(s) has been drilling a one inch diameter circular hole into the top center of the garage door and then using a long hook to pull on the emergency release cord, which disengages the automatic garage door opener. Once the garage door is disengaged the thieves simply lift the garage door and gain entry into the garage and/or homes. Please take steps to secure your garage door. Contact the garage door or automatic garage door opener manufacturer for any preventative safety tips that they may have. Also, if you see anything suspicious, especially at night, at your neighbors’ house or around the neighborhood, don’t hesitate to call the police.
The San Francisco Neighborhood Emergency Response Team (NERT) is free training from the San Francisco Fire Department in how to help yourself and your neighbors prepare for and respond to a disaster by working together. The 20-hour training, taught by First Responders, includes personal preparedness, light search and rescue, disaster medicine, shutting off your utilities, and how to participate as a member of a neighborhood response team. NERT also offers continuing training for graduates and activities that support building robust neighborhood teams. Are you someone who is interested in disaster preparedness and wants to help out your community while working hand in hand with law enforcement? Then the ALERT program is for you!
What is the A.L.E.R.T. Program?
The San Francisco Police Department has developed a volunteer citizen disaster preparedness program. The Auxiliary Law Enforcement Response Team (ALERT) is modeled after and works in partnership with the San Francisco Fire Department's Neighborhood Emergency Response Team (NERT). The ALERT program will train members of the public to assist law enforcement in essential tasks after a major disaster. Such tasks may include: traffic control, foot patrol of business and residential areas, and reporting criminal activity. Volunteers must be at least 16 years of age and live, work, or attend high school in San Francisco.
Three steps to becoming an
A.L.E.R.T. volunteer:
1. Complete NERT training and receive certification. To register for NERT training courses please visit www.sfgov.org/sfnert
2. Once NERT certified, forward a copy of your NERT ID card to the ALERT program. sfpdalert@sfov.org
3. After clearing a basic background check the individual is eligible to register for ALERT training.
An informational meeting will be held on March 6th, 2014, at 7:00pm. The meeting will be held at the San Francisco Police Academy in the parking lot bungalow. This is NOT a mandatory meeting for interested volunteers. Come have your questions answered.

1:24am 4500 Blk Mission Public Intoxication
Ingleside Officers Canning and Cabillo were on routine patrol when they spotted a group of 5 men arguing on the sidewalk near a local bar. The officers turned on their emergency lights and siren and stopped in front of the group. Four of the men immediately ran away leaving one man to talk to the officers. However, that man was unable to communicate because of his level of intoxication. He was also unstable on his feet, his speech was slurred, and he smelled of alcohol. The officers decided to arrest the man for public intoxication and attempted to place him in handcuffs. The suspect refused to cooperate. After a brief struggle, he was arrested and transported to Ingleside Station for booking. Report number: 140137652
5:27pm 100 Blk Rolph Street Drugs
A man acting suspiciously caught the attention of Ingleside Officers Morse and Campos. The officers exited their patrol car and asked the man if they could talk to him and he agreed. He told Campos and Morse that he lives in Daly City and that “He’s always getting stopped by the Daly City Police”. He denied having any weapons in his possession but then said, “Oh I forgot this” and started reaching for his back pocket. Officer Campos quickly grabbed his arm before he could reach the pocket, which contained a screwdriver sharpened into a weapon. A search of his other pockets turned up a quantity of methamphetamine and a pipe used to smoke the narcotics. He was taken to Ingleside Station and booked for possession of narcotics and narcotics paraphernalia. Report number: 140139272
5:28pm Caesar Chavez/Alabama Resisting
A man riding his bicycle for several blocks on the sidewalk caught the attention of Ingleside Officers Hopkins and Uang. The officers decided to stop and talk to the bike rider but when they did, the bike rider became upset and argumentative. He physically resisted the officers attempt to search his pockets. Finally, after a struggle, he was handcuffed and taken to Ingleside Station for booking. A records check revealed he was wanted for an outstanding arrest warrant. Report number: 140139288
6:51pm Geneva/Cayuga Resisting
Ingleside Officer Opler along with Ingleside Sgt. Riskin were patrolling Geneva Avenue when a young man darted across the middle of the street, directly in front of their patrol car, forcing officer Opler to suddenly brake her patrol vehicle. The officers pulled over and were going to admonish the jaywalker about his dangerous actions when the young man decided to run away. The officers jumped back in their patrol car and followed the suspect as he ran eastbound on Geneva finally being cornered on Bannock Street a few blocks away. He was taken to Ingleside Station where he apologized for his actions and said, he ran, “Because he was young and dumb….and wanted to look cool in front of his friends by running away and getting out of a jay walking ticket”. 7:00pm Unit Blk Santa Ysabel Robbery
A woman walked into Ingleside Station to report a robbery. The victim told Police Service Aid Flynn that she was walking near her home on Santa Ysabel when two men came up behind her and pushed her to the ground. The suspects then grabbed the victim’s shopping bag from her hand and ran to a waiting vehicle which quickly sped away. The loss was a wallet, California ID, cash, and a cell phone. 7:15pm 200 Blk Naples Robbery
Ingleside Officers Campos, Morse, Wong, and Chu responded to a report of a robbery and found the victim at her house with injured knees. The woman told the officers she was walking home on Naples Street when she noticed two men across the street from her. She kept walking and, a short time later, one of the men shoved her to the ground from behind while grabbing her purse. The victim said she tried to hang on to her purse but one of the suspects started strangling her and she started feeling dizzy so she let go of her purse. She said the suspects ran off and she struggled home to call police. The victim said that both suspects were wearing masks and had hoods over their faces. The loss was cash, a bank card, and a cell phone. She was treated at the scene for her injuries. Report number: 140139658
11:49pm 3200 Blk Mission Aggravated Assault
A fight between four men at a restaurant sent one of the combatants to the hospital for stitches. Witnesses told Ingleside Officers Cabillo and Canning that three of the men were eating dinner together and got into a verbal spat with a fourth man. The fourth man threw a punch at one of the other three diners and a fight broke out among all four customers. After a short while, one of the three men, who were dining together, hit the fourth man over the head with a beer bottle causing severe lacerations. The three then ran out of the restaurant and the fourth was tended to by restaurant staff until the police and medics arrived. Report number: 140140116
