Greetings San Francisco Garden Community -
After a competitive bidding process, the SFPUC College Hill Demonstration
Garden Project was awarded to seasoned Landscape Architects Pam Nagle and
Jeni Webber. And, for the past few months, their firms have been working
closely with the SFPUC to finalize the build-out plans as well as a
projected vision for the SFPUC's new eco-literacy demonstration garden and
outdoor education center. The new demonstration gardens will be built
adjacent to the water reservoirs on Elsie Street at Santa Maria just South
of Cortland in Bernal Heights neighborhood, San Francisco.
Since September, their firms, Pam Nagle Landscape Architect and Jeni Webber
and Associates have been developing a very forward-thinking
sustainability-focused physical design with an even more progressive plan
for youth engagement and educational programming on site. And we need your
input.
The "One Water, One City (One World)" Program is putting a call out to
solicit community input on the programmatic side of the College Hill
Demonstration Gardens. What would you like to see happen in Bernal Heights
related to urban garden education and the promotion of global
sustainability?

Rules and pointers for pedestrians and drivers
Pay attention to reduce your chances of being in an accident
The most important safety tip to reduce pedestrian injuries and fatalities is to pay attention. You can significantly reduce your chances of being in a collision with a motor vehicle by obeying traffic rules and being aware of dangers posed by cars in your vicinity. Make eye contact with drivers if possible and make sure that they can see you.
Both drivers and pedestrians have certain safety responsibilities that depend on both circumstances and common sense.
Drivers must:
- Yield to pedestrians when crossing a sidewalk or entering an alley or driveway
- Yield to pedestrians who have started crossing at an intersection or crosswalk on a "walk" signal or a green light, if there is no walk signal
- Yield to pedestrians who are crossing the highway within a marked or unmarked crosswalk at an intersection where there are no traffic lights or control signals
- Not overtake and pass any vehicle that stops at an intersection or crosswalk to permit a pedestrian or bicyclist to cross the roadway safely
Pedestrians must:
- Yield to drivers when crossing a road where there is no intersection or crosswalk or where the pedestrian does not have a green or "walk" signal and where vehicles have a green signal
- Not suddenly move into the path of a closely approaching vehicle that does not have sufficient time to yield for a pedestrian
- Walk on and along the left side of a highway when not walking on a sidewalk. Note: This law does not apply to bicycles. Bicycles operate under the same laws as other legal vehicles on the road and should always stay on the right side of the road.
Crime Alert: Many people are out and about enjoying this unseasonably warm weather during these winter months, but many people are focused on their electronic devices and unaware of their surroundings. Burglary trends are on the rise as well as robberies, especially in the Excelsior District. If you’re walking along and headed to or from your destination, be vigilant of your surroundings. Don’t let yourself be a target and have valuable items exposed for everyone to see. If you leave any windows or doors open to help cool down during the warm weather, remember to shut and lock them before you leave your home. Burglary suspects are on the look-out for an easy way into your house. They will climb, crawl, scale and squeeze themselves through any opening to get to your valuable belongings. Don’t hesitate to call the police if you see anything suspicious.
The San Francisco Neighborhood Emergency Response Team (NERT) is free training from the San Francisco Fire Department in how to help yourself and your neighbors prepare for and respond to a disaster by working together. The 20-hour training, taught by First Responders, includes personal preparedness, light search and rescue, disaster medicine, shutting off your utilities, and how to participate as a member of a neighborhood response team. NERT also offers continuing training for graduates and activities that support building robust neighborhood teams. Are you someone who is interested in disaster preparedness and wants to help out your community while working hand in hand with law enforcement? Then the ALERT program is for you!
What is the A.L.E.R.T. Program?
The San Francisco Police Department has developed a volunteer citizen disaster preparedness program. The Auxiliary Law Enforcement Response Team (ALERT) is modeled after and works in partnership with the San Francisco Fire Department's Neighborhood Emergency Response Team (NERT). The ALERT program will train members of the public to assist law enforcement in essential tasks after a major disaster. Such tasks may include: traffic control, foot patrol of business and residential areas, and reporting criminal activity. Volunteers must be at least 16 years of age and live, work, or attend high school in San Francisco.
Three steps to becoming an
A.L.E.R.T. volunteer:
1. Complete NERT training and receive certification. To register for NERT training courses please visit www.sfgov.org/sfnert
2. Once NERT certified, forward a copy of your NERT ID card to the ALERT program. sfpdalert@sfov.org
3. After clearing a basic background check the individual is eligible to register for ALERT training.
A informational meeting will be held on March 6th, 2014, at 7:00pm. The meeting will be held at the San Francisco Police Academy in the parking lot bungalow. This is NOT a mandatory meeting for interested volunteers. Come have your questions answered.

1:55am Mission/Onondaga D.U.I
A vehicle exiting a supermarket parking lot on Mission Street without it’s headlights illuminating the roadway caught the attention of Ingleside Officers Zahn and Jones. The officers began following the weaving vehicle as it travelled southbound on Mission and finally stopping at a flashing red light at Persia Street. There the driver waited for almost a minute until the officers activated the patrol car’s air horn prompting the driver to pull away from the intersection. As the driver travelled east on Persia the officers activated their emergency lights and the motorist pulled to the curb. When they approached the driver’s side window and peered in the vehicle, the officers noticed that his eyes were extremely dilated. The officers searched the vehicle and found marijuana and containers of prescription anxiety medications. A computer query turned up the driver was on probation with a warrantless search condition. After failing several field sobriety tests he was taken to the county jail and booked for driving under the influence of narcotics. Report number#140044342
1:32 pm Unit Blk Tucker Resisting Arrest
Ingleside Officers Tillan and Ng responded to a domestic violence report and found the suspect sitting in his pickup truck with the victim in the truck bed. The officers ordered the suspect out of the truck and he initially complied placing his hands on the truck hood for a moment before suddenly running away. The officers radioed for assistance and were joined in the pursuit by Ingleside Officers Hornstein and Biagini among others. Dispatch reported that the escapee was hiding in the backyard of a home in the area and officer Biagini began searching for the suspect in the backyards before finding him hiding behind a washer/dryer. He was ordered to come out and he did but suddenly became combative and fought Officers Biagini, Hornstein and several other Ingleside officers before being subdued. He was arrested and charged with resisting arrest and domestic violence. Report number: 140045691
10:37pm 4500 Blk Mission Stolen Property
A parking violation led to an arrest of a man on probation after a conviction of false imprisonment. Ingleside Officers Lustenberger, Chew and Austin were on routine patrol when they noticed a car parked halfway in a handicap parking zone and halfway in the crosswalk. Officer Chew exited the patrol car and approached the driver’s window advising the motorist of the parking violation. The driver told Officer Chew that he was on active probation with a warrantless search condition. The officers ordered him out of the car and searched the vehicle. Inside the trunk was a lockbox containing passports, a social security card, a birth certificate, and a small amount of currency belonging to another man. Turns out that the lockbox was stolen from a South San Francisco storage facility. The suspect was taken to Ingleside Station and booked for possession of stolen property. Report number: 140047471
11:33pm Gould/Salinas Traffic Violation/Resisting
Another vehicle code violation resulted in the arrest of a car thief wanted by Alameda County. It began when Ingleside Officers Seavey, Barajas, and Thompson saw a car parked at Bayshore and Cortland without current registration tags. As their patrol car pulled up behind the vehicle, the driver suddenly sped away driving at a high rate of speed southbound on Bayshore blowing through several red lights. The officers, because of the obvious danger to the public, did not pursue the vehicle, but instead radioed its location and direction of travel. A short time later the officers found the vehicle at the intersection of Gould and Salinas and when they approached the car, all the occupants got out and sat down on the sidewalk except for the driver who ran away with Officer Seavey in foot pursuit. The suspect was finally caught after he tripped and fell. A records check revealed that the driver had a suspended license and was wanted on a $10,000 warrant for car theft. Report number: 140047506

6:21am Unit Blk Aztek Robbery
A woman was robbed of her belongings after leaving her home in the morning. The victim told Ingleside Officers Curry and Trujillo that she was walking on the sidewalk when she heard a noise behind her. She started walking in the street when suddenly a man grabbed a bag on her shoulder and the necklace off her neck. The robber was able to steal the bag and part of the necklace before running away. The loss was a wallet, currency, credit cards, a cell phone, and house keys. Ingleside units searched the area for the suspect without success. Report number: 140044552
9:27pm Lyell/Cayuga Robbery
Another woman walking home from BART was the victim of a particularly violent robbery. The victim told Ingleside Officers Lozano and Cabillo that she and a friend were at the intersection of Lyell and Cayuga when a man walked up and said, “give me your bag”. The victim immediately surrendered her tote bag containing her workout clothing, shoes, and a cell phone. The suspect then demanded her backpack but she refused to surrender it and the suspect took out a handgun and fired it into the ground. The victim then handed over her backpack containing cash, credit cards, and her driver’s license. The suspect then ran to a waiting pickup truck and before fleeing, fired a second shot into the air.
