New “Coast to Coast” Seat Belt Enforcement Effort Aims to Increase Click It or Ticket Participation, Save Lives  

San Francisco, CA – From May 23 to June 5, 2016, local law enforcement personnel will participate in the national Click It or Ticket campaign in an effort to save lives through increased seat belt use. This education enforcement period comes ahead of the Memorial Day holiday, one of the busiest travel weekends of the year.  
According to research conducted by the National Highway Traffic Safety Administration, while 88.5 percent of passenger vehicle occupants buckled up in 2015, almost 50 percent of occupants of fatal crashes nationwide are not restrained. In some states, the rate is as high as 70 percent unrestrained in fatal crashes.  In California, more than a half million people travel our roadways at grave risk without proper restraints. These facts gravely highlight the need for increased education, awareness and enforcement and awareness of seat belt use.  
This year, NHTSA is aiming to increase campaign participation even more by coordinating a “Coast to Coast” seat belt education and enforcement effort with the California Highway Patrol and law enforcement around the I-10, I-40, I-70 and I-80 corridors. Additionally, law enforcement agencies statewide are joining the Click It or Ticket effort to emphasize the “Coast to Coast” seat belt safety awareness campaign in all 50 states.   
“As law enforcement, we have a special role in helping protect the safety of our citizens, from the East to the West Coast,” said Chief Toney Chaplin, San Francisco Police Department. “Time after time, we see the deadly results that come from drivers and passengers refusing to wear a seat belt. Wearing a seat belt is one of the most important steps in increasing survivability in a crash. Our job is to stop those who are not buckled up, and to keep them from repeating this potentially deadly mistake.”  
In 2014, nearly half of the 21,022 passenger vehicle occupants killed in crashes nationally were unrestrained, according to NHTSA. During the nighttime hours of 6 p.m. to 5:59 a.m., that number increased to 57 percent of those killed. Law enforcement agencies will write citations day and night, with a zero-tolerance approach.   
“Hundreds of thousands of citizens will be traveling this Memorial Day weekend, as well as throughout the summer vacation season. We want to make sure that people are buckling up to keep themselves and their families safe. It is the greatest defense in a vehicle crash,” said Rhonda Craft, Director of the California Office of Traffic Safety.

Officers Arhcilla, Quintero and Seavy were on patrol when they spotted a suspect known to them from prior police contacts.  The officers knew the suspect was wanted on an outstanding warrant.  The officers made contact with the suspect who refused to talk to them and instead fled on foot.  The suspect jumped the fences of several residences in an attempt to escape.  Once the officers caught up with the suspect, she insisted that she couldn’t go back to jail and kept moving around as if she was looking for a new escape route. The officers were able to subdue her and take her into custody.  Report 160445059

A man with many previous police contacts was again the subject of a police report, this one by Ingleside officers Sandoval and McMilton. Both were called to a Laundromat by an employee who said the subject was drunk and refusing to leave the establishment. The officers approached the suspect who refused to obey orders to remove his hands from his pockets and raise them overhead. Finally the officers had to physically subdue the suspect so they could place him under arrest. Inside one of the suspect’s pockets was a large box cutter. The employee told the officers that the suspect tried to physically fight him after ignoring orders to leave the laundromat. That’s when he called police. Ingleside units were dispatched to an address after a witness reported a man lying in the street. When Officers Wong and Villalozano arrived on scene they found the victim lying in the street with a large laceration on his head bleeding uncontrollably. The officers summoned an ambulance and rendered first aid until medical help arrived. A witness told the officers she heard glass shattering, looked outside, and saw five men punching and kicking the victim several times. The suspects then took off running southbound on Santos Street. The victim was taken to San Francisco General Hospital in critical condition with a shattered skull. The case has been referred to the Ingleside Station Investigative Team for follow up. A woman waiting for a bus was physically attacked during an attempted robbery. The victim told Ingleside officer Fischer that an unknown man approached her while she was standing near a bus stop, punched her in the face, causing her to fall down. The suspect then tried to take her cell phone but was interrupted when a witness started yelling at him. The suspect then ran away northbound on Mission Street. Report number: 160435555

A homeowner looked out his window and saw an older Lexus blocking his neighbor’s driveway. He called his neighbor and she called dispatch which sent a parking control officer to cite the vehicle owner. About an hour later, the man heard a “hissing” sound and looked out the window and saw a man puncturing the tires of his neighbor’s Toyota SUV, kicking the vehicle’s rear door, and “keying” the car. The man yelled and the man fled in the same Lexus that was cited for blocking the driveway. Ingleside officer’s Ferronato and Landis arrived to take a report and interview the victim and her neighbor. The officers obtained the license plate number of the Lexus that was cited and then drove to the registered address for the vehicle. There they found the owner who admitted he was mad about the illegal parking citation but denied vandalizing the vehicle. The officers had the witness brought to the scene and he positively identified the suspect as the man he saw vandalizing his neighbor’s car. The suspect was arrested for that crime and for a parole violation and taken to Ingleside Station. Report number: 160435135

Ingleside officers Barajas and Archilla were on routine patrol when they spotted an older Honda Civic with three men inside driving southbound on Mission. The driver wasn’t wearing a seatbelt nor were his two passengers and there was a blue paper advertisement covering the rear license plate. The driver stopped the vehicle midblock and double parked, blocking a lane of traffic. The officers parked behind the Honda, exited their car, walked up to the vehicle, and asked the driver for license, registration, and insurance. The paper work didn’t match the name of the driver. The registration was expired for more than a year. A search of the vehicle’s interior revealed a quantity of methamphetamine and a pipe to smoke the substance. The driver was cited for several vehicle code violations and released at the scene. Report number: 160434002

Officer’s Calupad and Dungca were dispatched to a restaurant to investigate a report of a man acting strangely. After they arrived they observed a man arguing with a woman. The man walked away and stood in the middle of Valencia Street blocking traffic. The officer’s asked him to go to the sidewalk and he refused. The officer’s tried to physically move him to the sidewalk and he became combative. After a struggle, they were finally able to restrain him. He was cited for resisting arrest and released at the scene. Report number: 160434262

A man walking northbound on Rolph, near Athens, noticed he was being slowly followed by a red car with two men inside. The car drove passed and parked near the intersection of Rolph and Athens. Just as the victim walked by the car, the passenger jumped out of the vehicle and placed a gun to the victim’s back. He demanded the victim surrender his backpack which he did without a struggle. The suspect then ran back to the car which drove away on Athens Street. The victim told Ingleside officers Labson and Tupper his loss was clothes, wallet, identification, bank card, and a small amount of cash. Report number: 160432636

A store customer decided to pick up a couple of bottles of detergent and leave the store without paying, Store security officers tried to prevent the suspect from leaving the property but the suspect resisted and punched  one of the employees before finally being subdued. Ingleside officers Shih and Zhao responded and placed the suspect in custody. He is on parole for a previous robbery conviction. 6:24am                             100 Blk. Turquoise Way                             Theft
 
A man walked out of his home and noticed his vehicle’s back window was broken. The resident then looked north and saw an unknown man standing on the sidewalk. The man spontaneously blurted out, “Hey man, I didn’t take your laptop.  I saw your open broken window”. The resident walked after the suspect and confronted him a few doors away saying, “give me back my computer”.  The suspect didn’t return the stolen property and, instead, approached the homeowner and cut the victim’s hand with a pocket knife before dropping the knife and fleeing. The victim retrieved the knife and a Clipper Card stolen from his vehicle but not the computer. He called police and Ingleside Officer Curry responded to investigate. Officer Curry collected the knife and Clipper Card and canvassed the neighborhood for witnesses and the missing suspect and computer. An hour later, the victim went to Walgreens less than a mile from his home and saw the suspect sitting on a bench near the Bank of America. He called police and Ingleside Officers Curry and Lim responded and placed the suspect under arrest for theft, aggravated assault, and violation of parole. He had a prior conviction for burglary in San Francisco. Report number: 160429752

Ingleside officer Singh was on routine patrol when he spotted an older Honda Odyssey parked with two occupants. Officer Singh noticed one of the two occupants jumping from the back seat to the front seat after spotting the officer driving by. Officer Singh decided that was suspicious enough to run the license plates on the Honda which turned out to be stolen. With the help of Ingleside officers Hardy, Scott, Dilag, and Carew, the driver was placed under arrest and his passenger released. Report number: 160430765

1:09am                              Geneva & Mission               Recovered Vehicle
 
A driver making an illegal left turn from eastbound Geneva to northbound Mission caught the attention of Ingleside officer Mc Call. He followed the car as it made a left turn onto Seneca Street and activated his overhead lights and siren. The driver turned into Bertita Street and stopped. Then all four doors opened and four occupants jumped out and escaped into the nearby Safeway parking. McCall radioed for assistance and numerous Ingleside units responded to the area to help search for the suspects. Dispatch advised McCall that the Subaru was a stolen. The car was towed to impound for evidence. The suspects remain at large. Report number: 160381328
 
10:00pm                       3800 Blk. Mission                    Aggravated Assault
 
Five unknown men walked into a bar.  One of them took out an “air soft” gun and fired
a shot in the bar hitting none of the patrons. Several victims chased the suspects out of the bar but didn’t catch any of them. About an hour later, the same suspects reappeared at the bar and fired several shots into the establishment, striking one patron in the neck. Again, the patrons chased the suspects out of the bar but did not capture them. Ingleside officers Dilag, Carew, Aiello, and Fernando interviewed the patrons and other witnesses about the incident.
