Recently, a flyer was distributed to the community regarding scams targeting the monolingual Chinese.  These scams involve telling the victim that an evil spirit is following them.  They will ask the victim to bring valuables to pray over as an offering to the spirit. They will return to the victim what is believed to be their valuables. They will ask the victim not to look at their valuables for a day.  When the victim later checks their valuables, they find that the valuables were not returned by the suspects.

            We urge all person(s) confronted with this scam to call 911 as this is a crime in progress.  By contacting 911, you greatly increase the chance of catching the suspect(s) so that the police can make an arrest.  If someone approaches you with this scam, decline their help, call 911 immediately and report it to the police.  Be a good witness.  Obtain a description of the suspect(s) and/or vehicles they are driving.

4:54pm       Unit Blk Newton           Narcotics
Officers Cross and Burke were on patrol in a marked police vehicle when they detained an individual who was riding his bicycle on the sidewalk in violation of the Traffic Code.  They requested identification from the individual and a record check revealed an outstanding warrant.  His bicycle was picked up by a friend and he was transported to Ingleside Station pending further investigation.  An arrest search located a glass pipe, a white crystalline substance believed to be methamphetamine, and a digital scale in his backpack.  The warrant was confirmed, and he was booked for the warrant and the narcotics.  The narcotics tested positive for methamphetamine and were hand carried to the Narcotics Drop Box at the Hall of Justice.  Report Number 130443378

6:06pm       100 Blk Naples              Narcotics
Sgt. Martin and Officer Esson were sent to investigate a suspicious vehicle with individuals aboard possibly involved in illegal activity.  They located the vehicle, and detained two males who were sitting inside.  The officers noticed a strong odor of marijuana emanating from the vehicle.  They noticed the passenger inside of the vehicle was rolling a brown paper containing a green leafy vegetable matter, which appeared to be marijuana.  Both males had droopy, bloodshot eyes, showing signs of being under the influence of marijuana. The males were asked if they had medical marijuana cards and one of them produced one.  The males were advised it was illegal to use marijuana while inside of the vehicle.  At the instruction of Sgt. Martin, they were cited  at the scene.  The narcotics recovered were transported to the Narcotics Drop Box at the Hall of Justice.  Report Number 130443784

3:11pm       800 Blk Geneva            Firearm
Officer Johnson was on patrol in search of a robbery suspect. Earlier, a victim had been robbed of her cellular phone and provided a description of the suspects.  He observed a female matching the description walking down Geneva, accompanied by a male.  The suspects entered a nearby restaurant and sat down.  Officer Johnson maintained a visual on them, advised dispatch and requested additional units.  Officer Gonzalez arrived on scene and the suspects, who were sitting at a table in the restaurant, stood up and attempted to exit the restaurant.  Both suspects were detained by the officers before successfully exiting the restaurant.  Officer Gonzalez walked to the area where the suspects had been sitting to search for evidence.  He located a sweater with a cellular phone resting on top.  He lifted the sweater, and located a black handgun underneath.

The victim of the robbery was transported to the area where the suspects were detained, but was unable to identify either of the suspects as the individuals who had robbed her.  Officer Hornstein took pictures of the sweater, handgun and the surrounding restaurant area for evidence.  The officers contacted the manager of the restaurant and viewed the surveillance video.  The video showed the suspects sitting at a table in the restaurant.  The male hands an unknown item to the female under the table, which she places underneath her sweater.  The officers requested a copy of the video for further follow up investigation.

At the instruction of Sgt. Lozada, the suspects were transported to Ingleside station pending further investigation.  A record check revealed the male suspect to be on active probation.  Sgt. Maron took over the investigation and both suspects were booked at his instruction.  Report Number 130439844

1:50am       3300 Blk Mission          Robbery
Officers Gabriel and Anderson responded to the hospital to take a report from two individuals who had been victims of a robbery.  The victims told them that were standing in front of a restaurant when they were approached by three suspects.  One of the suspects grabbed one of the victims and held an object to his lower back.  The other suspects then searched through both of their pockets, removing various items.  The suspects then fled the scene, southbound on Mission.  Neither suspect was injured, but one of them suffered an anxiety attack and was transported to the hospital for medical treatment.  The victims said they would not be able to identify the suspects.   

Officers returned to the area where the crime occurred in search of video surveillance cameras.  They located two addresses which may have captured the incident and forwarded the information to Ingleside’s investigative team.  Report Number 130441548

7:30am       Sunnydale/Hahn          Theft

A victim responded to Ingleside Station and told PSA Zabarte that she was on a Muni bus holding her cellular phone when an unknown suspect grabbed the phone from her and rapidly exited the bus.  The victim was not injured and said she could identify the suspect if she saw him again.  PSA Zabarte contacted Muni dispatch and requested a copy of their video surveillance.  Report Number 130439383

Officers To and Goldsborough were dispatched to a strong arm robbery.  The victim told them that she exited a Muni bus with some friends when a female approached her and asked to use her cellular phone.  The suspect refused to return the phone and began running away.  The victim and her friends chased the female suspect, but were unable to catch up to her.  The victim was not injured and said that she would be able to identify the suspect if she saw her again. The officers contacted Muni dispatch and requested a copy of their surveillance video.  Report Number 130439725

Arrests:

11:23am     200 Blk Judson                      Drugs/Stolen Property
Officers Hurwitz and Cahill were on duty driving along the 200 block of Judson Street when they spotted a parked vehicle with three occupants inside. As they slowly passed by the vehicle, they could see that the front passenger was in the act of rolling a Marijuana cigarette. The officers quickly got out and approached the vehicle making contact with the three passengers. While speaking with the subjects, Officer Hurwitz could see a bag containing additional Marijuana in the center console. During the conversation, the male suspect told Officer Hurwitz that he did not have a Medical Marijuana card. A computer inquiry on all three subjects revealed the male subject to be on active probation with a search condition. After back-up units arrived, they searched the male subject, finding additional Marijuana as well as an illegal switchblade knife. They searched the two female subjects as well and located numerous hypodermic needles containing Methamphetamine as well as prescription drugs in their possession. Inside the vehicle they found stolen identification cards, stolen credit cards, stolen checks and stolen mail. Officer Hurwitz and Cahill placed the subjects under arrest and were taken to Ingleside Station. Once there, all three subjects were booked on an array of felony charges including drugs, burglary tools, stolen property and possession of fraudulent checks to name a few. It is strongly believed by the officers that these subjects, and possibly many other persons as well, are actively involved in mail theft, identity theft and fraud. Report Number: 130436470

2:25pm       4800 Blk Mission                   Drugs
Ingleside Officers Hurwitz and Duffin were on routine patrol driving down Mission Street, when they noticed the driver of a car next to them was not wearing his seatbelt. When the driver noticed the officers, he quickly reached for and buckled his belt. Hurwitz and Duffin decided to stop the vehicle for a traffic violation. When the officers approached the stopped vehicle they recognized the driver from previous police contacts. The driver was nervous, his hands were shaking and his face was twitching. He told the officers there was not anything illegal in the vehicle and that he was not on probation or parole. However, Officer Hurwitz knew that the suspect was on probation out of San Mateo County.  Officers Hurwitz and Duffin requested backup and Ingleside offices Bernard and Dun arrived to assist in the investigation. When Officer Hurwitz glanced in the back window of the suspect’s vehicle, she spotted a clear plastic bag containing suspected methamphetamine and a glass smoking pipe. The driver agreed to exit the vehicle and was placed under arrest. A thorough search of the vehicle also turned up a box with prescription narcotics. Report number: 130433943

Officers Campos, Barajas, Almaguer, and Sgt. Alvarez were patrolling as part of a district wide fugitive recovery task force, when they were dispatched to an address on Banks Street to arrest a man with an outstanding warrant. When they knocked on the door, a man answered and said the suspect they were looking for was not home , but would be back later. When the officers asked the resident if he was on probation, he admitted he was on felony probation from San Francisco with a search provision. The officers asked the man to step outside to be searched. He complied and during the search, the officers discovered a small pill bottle, containing black tar Heroin, attached to a key ring on a belt loop. He was charged with a narcotics violation and a parole offence and taken to the Hall of Justice. Report number: 130433993

Officers Gordon and Jones were sent to the intersection of Russia and London Streets to interview a carjacking victim. The man told the officers he was delivering newspapers to the 700 block of Moscow. The victim said he left the keys in his truck and the engine running while taking the newspapers to the address. When he returned to the truck he noticed a man walk up to the open drivers door and enter the vehicle. He asked the man to get out and not steal his truck, but he refused. A struggle soon began between the man and the carjacker with the carjacker winning the battle and driving off with the truck along with delivery driver’s wallet, debit and credit cards, and newspapers. However, the suspect did drop his cell phone, which he turned over to officers Gordon and Jones. Report number: 130432832

Ingleside officers Campos and Morse interviewed a robbery victim who said her phone was stolen while she was walking down the street. The victim told the officers he was wearing headphones when two men and a woman approached her from behind and grabbed her IPhone 5 from her hand. A struggle ensued between the victim and the woman with both on the ground fighting over the phone. Eventually, the woman was able to pry the phone and the victim’s wallet from her hands before running away with the two other suspects. Report number: 130434781

3:00pm       Mission/Geneva                    Resisting Peace Officer
Ingleside officers Fulgado and Hurwitz were on patrol when they spotted a man with a long arrest record for robbery standing next to a woman in the doorway of a local business. The man was on probation for a recent robbery conviction with a warrantless search condition. When Hurwitz and Fulgado stopped to question the man he and the woman ran away together. The officers drove around the block and found the pair again at the same intersection. When the officers asked for the man’s identification, he refused and started swearing at them. The officers noted the man kept one hand in the pocket of his sweatshirt. He was asked to remove his hand from the pocket which the officers feared could hide a weapon. He refused and kept swearing at the officers. The officers decided to take him in custody and attempted to place him in handcuffs. A struggle ensued as the suspect violently resisted. Additional Ingleside officers arrived and with their help, the suspect was handcuffed and placed in the back of a patrol wagon. He was cited for resisting and obstruction of a peace officer and released at the scene. Report number: 130430911

Officers McMilton and Peregrina were sent to interview a man bleeding from a head wound.  When the officers arrived at the scene of the assault, Ingleside Officers Sutton and Lockett, who had arrived a short time before, told McMilton and Peregrina the victim was punched by a man wearing a blue jacket who walked away on Randall Street after the assault. McMilton and Peregrina drove up Randall Street and soon found a man matching the description given by the victim. He was detained while the officers talked to a witness who said the suspect approached the victim and the witness wanting to fight. When they told the suspect to leave, he punched the victim three times in the face with a closed fist causing him to fall back and hit his head on the ground. The suspect was transported to Ingleside Station booked for assault. The victim was treated at the scene by emergency medical technicians. Report number: 130429657

Officers Dominguez and Carrasco were sent to assist the victim of a theft.  They met with the victim who told them that she was sitting in her vehicle talking on her cellular phone when someone opened the passenger door, grabbed her purse from her, and ran down Pueblo.  The victim was not injured and said that she did not struggle to keep her purse.  She provided a description of the suspect and officers canvassed the area unsuccessfully for him. Ingleside patrol Officers Zerga and Anderson investigated an assault and battery involving several young girls near a market on Sunnydale Avenue. The victim met with the officers and told them that she was “jumped” in front of the market by several girls and suffered a black eye. After the altercation, the victim told her cousin to; “go home and get her mom”. The victim and her mother drove around the neighborhood until they found the teenage girl suspects. They got out of the car and another fight began among the victim, her mother, and several girls. During the fight, the victim and the alleged suspect exchanged several punches. The victim’s mother also was punched several times and had her cell phone stolen. Report number: 130437826
