11:02pm     Mission/Fair                  Graffiti Vandalism/Resisting
Officers Colclough and Stoffel were on patrol when they pulled up to a red light at the intersection of Mission and Fair. They looked to the corner and could see that a male subject was crouched down and in the process of vandalizing a newspaper stand with graffiti. It appeared the subject was using a large permanent marker. Oblivious to their presence, the officers pulled up and asked him what he was doing. Having no words to respond with, the subject decided to do what he thought was the next best thing, to start Running. The officers tactfully followed the subject in their patrol car ordering him to stop. The suspect refused to obey their orders and decided to stop and run in the opposite direction. At this point, Officer Colclough exited and chased after the subject on foot. A citizen who was standing off to the side, heard the officer’s order to stop, stuck his foot out and intentionally tripped the suspect. When the suspect fell that gave the officer time to catch up and placed him in custody. Inside his jacket they found they marker he used to vandalize the newspaper stand. The subject was ultimately cited for the vandalism and resisting and released from the scene. Report number: 170243439

Officers Dominguez and Mroz were driving down Blythdale and Hahn when they noticed something out of the ordinary. They saw a White vehicle driving in the opposite direction with a subject on the roof of the car. With the obvious safety concern for the individual, the officers turned their patrol car around and attempted to catch up to the vehicle. The vehicle, occupied with eight subjects, came to an abrupt stop and all eight occupants bailed from the car and fled the scene. With everyone running in all different directions, the officers caught the closest subject. It was later revealed that the car had been reported stolen. Since the subject driving the car made a clean getaway, the subject detained was released to a family member. The car was subsequently towed form the scene. Report number: 170243291

02:00am     100 Blk Alemany                    Stolen Vehicle
Sgt. Fegan was on duty when he decided to patrol the Farmer’s Market area located at Putnam and Peralta Street. While driving in the area, he noticed five subjects sitting inside a parked Honda Civic. Sgt. Fegan ran the license plate which came back as a stolen vehicle. After notifying dispatch, Officers Ortega and Fogarty and several Ingleside units quickly responded as back up. Once the calvary arrived, all the subjects inside the vehicle were detained. Sgt. Fegan proceeded to search the vehicle and found a replica handgun as well as a black ski mask with the eyes cut of it sitting on the front floorboard. All police officers know that these items are sometimes used in robberies and burglaries and this immediately raised a red flag with Sgt. Fegan. After a little investigation, it was revealed that three of the five subjects committed a brutal robbery just the day before. These three subjects were transported back to Ingleside Station and booked for the stolen vehicle and other felony charges including the robbery. Report number: 170233543

Officers Watts, Trail and Chew were sent to investigate a robbery that took place on the 600 block of Velasco. When the officers arrived they noticed that the victim’s clothing was disheveled, ripped and covered in dirt. She told the officers that she had just exited the bus and was walking down Velaco when she accidently dropped her phone. A suspect on a bicycle came up from behind and grabbed her phone before she could pick it up. The victim reacted and immediately grabbed onto the suspects bicycle in an attempt to stop him from fleeing. The suspect spun around and jumped off his bicycle and said, “Ok, you wanna be like that, I’m robbing you”.  The suspect went to a parked car and took out a large firearm and pointed it at the victim. The victim stood her ground and told the suspect that if he was going to shoot her he would have done it already. The suspect handed the firearm over to an associate and proceeded to assault the victim. The victim fought back as much as possible. The suspects then put the firearm back in the parked vehicle and fled the scene. While at the scene, the officers located the parked vehicle and firearm, which turned out to be a replica gun. The replica gun was seized and the vehicle towed. Report number: 170239858

A landscaper arrived to a residence on the 200 Block of Avalon for routine maintenance to the outside of the home. While outside, he noticed that the interior lights to the house were on. He went inside the house to investigate and found three subjects cooking a pizza. The landscaper thought they might be working for the cleaning service and asked them if they were employees. The three female subjects replied, “No”.  Being concerned, the landscaper then called the property manager to find out if anyone was supposed to be using the residence. The property manager advised the property was supposed to be vacant and quickly responded himself. Once he arrived, he proceeded to enter the house and caught the three females as they made their escape out of the house. The property manager chased after the individuals, but lost them in the area of Mission and Avalon. Believing the situation was under control, the landscaper proceeded to go back to work. A short while later, the landscaper informed Officers Canchola and Hoge that the three female subject had returned but were now in the company of three additional male subjects. The male subjects began throwing objects at the landscaper, who barricaded himself behind the Iron Gate for protection. All six subject made their escape.  The officers searched area and were met with negative results. Report Number: 170232498.

      San Francisco Police Make Arrest in Taraval Kidnapping

On March 23, 2017, at approximately 5:00 PM, a 13 year old girl was walking on the unit block of on Forest Side Avenue. The victim saw a white male walking towards her. The suspect grabbed the victim and pushed her into his vehicle, while making threats. The victim screamed, drawing the attention of several witnesses. The witnesses came to the aid of the victim and were able to free her from the suspect’s vehicle. The suspect fled the scene heading southbound on Forest Side Avenue

Officers from Taraval Police Station responded to the scene and commenced an investigation. Officers provided a description of the vehicle to Dispatch which was subsequently broadcast. Taraval units began searching the district for the vehicle. Special Victims Unit investigators responded to the scene and began their extensive investigation.

At approximately 10:30 PM, two Taraval officers spotted a vehicle that matched the description of the vehicle involved in the kidnapping. The vehicle was located in the Taraval District. The officers subsequently conducted a felony stop on the vehicle. The driver of the vehicle, 26 year-old San Francisco resident Lee Mason Eigl, was positively identified as the suspect involved in the kidnapping. Eigl was taken into custody without incident and was booked for kidnapping and assault with intent to commit rape on a person under 18 years old. Due to pending identification matters, the subject’s photo will not be released at this time.

The San Francisco Police Department thanks the good Samaritans who acted quickly to save the victim and provided the department with pertinent information which assisted in the suspect’s arrest.

Although an arrest has been made, investigators are asking anyone with information on this case to contact the San Francisco Police anonymously at 415-575-4444 or text-a-tip to TIP411 with SFPD at the start of the message.

A neighbor called police to report two suspects attempting to start a car in front of his home with a wine opener. Ingleside Officers Archilla and Padilla, along with several other units, responded to the scene and found a man inside an older Honda and a woman standing outside. The Honda’s ignition switch was torn out of the steering column. Both suspects were quickly placed into custody. It turns out that the Honda Civic was reported stolen. A search of the Honda revealed numerous tools used to burglarize vehicles. A search of the woman’s clothing revealed several pipes used to smoke methamphetamine. A witness approached the officers and said the couple, prior to the arrival of police, were traveling back and forth between the stolen Honda and a Honda Del Sol parked across the street. The officers ran the plates on the Del Sol and discovered it was also stolen. Both suspects were transported to Ingleside Station and booked for auto theft, possession of burglary tools, and various narcotics violations. Report number: 170216812

A woman walking her dog and talking on her cellphone was suddenly approached from behind by a robber. The victim told Ingleside Officers Marshall and Zubko the robber grabbed her cellphone from her hand, knocked her glasses off her head, before fleeing to a waiting car that sped away. The victim declined medical assistance. Marshall and Zubko broadcast a description of the suspects and the getaway car to all available units. Report number: 170227483

A man walking eastbound on Brazil noticed a silver sedan traveling in the opposite direction. Suddenly, the sedan stopped and two passengers exited the car and ran up to the victim. One of them was holding a black firearm and demanded his money and cell phone. The victim told Ingleside Officers Mroz and Wong that he told the suspects he didn’t have any money. He started screaming for help while the suspects attempted to take his backpack. However, the victim held onto the backpack while the suspects hit him four times in the head with the firearm. Suddenly the exterior lights of a nearby residence [HAN1] went on which prompted the suspects to run back to their waiting car which sped away. The victim was transported to St. Lukes Hospital for treatment of his injuries. Report number: 170227922

Something happened this day that is rare in the experiences of any police officer. Ingleside Officers Mora and Beltran were flagged down by a juvenile who said, “I committed the theft, arrest me”.  The officers were startled by the confession and initially unsure if it was real. However, within minutes a victim approached them and said the confessing suspect was among a group of young men who broke into her car. But the suspect wasn’t through bearing his tortured soul. He gave the officers a backpack and said, “It’s all in there”, meaning the stolen items. Mora and Beltran saw he was telling the truth. Meanwhile, another of the suspects was noticed a short distance away and Ingleside Officers Cubas and Ocreto quickly arrested hi[HAN1] m. The suspects were transported to Ingleside Station and, during the trip, admitted to breaking into three other vehicles in the same neighborhood. Both suspects were taken to Ingleside Station and cited for the crimes and released to their relatives. Report number: 170223390

A request for a courtesy “excuse me” on a crowded Muni bus resulted in two people being pepper sprayed. The victim’s told Ingleside Officers Ahern and Calupad they were sitting in near the rear doors of the bus when two men entered and one of them bumped a relative standing nearby. When the relative said, “you could have said excuse me” to the passengers one of them took out a pepper spray and doused a woman and her daughter. Ahern and Calupad found the suspect on the bus and placed him under arrest. He was taken to the County Jail and booked for assault. Report number: 170224398

A report of a hit and run accident prompted dispatch to send Ingleside Officers Ocreto and Dickson to investigate. When the officers arrived on scene they found one of the motorists with a bruised hand and her car with a big dent in the rear door. She told the officers that while crossing through the intersection of Appleton and Patton the speeding driver of Nissan Maxima hit her Toyota. Both drivers exited their cars to assess the damage, but when she, the Toyota driver, attempted to take a picture of the Nissan’s license plate, he became upset. The Nissan driver hit her hand knocking the phone onto the ground. The suspect then picked up the phone and got back into the Nissan and sped away. The officers went to the address were the Nissan was registered but were unable to find the suspect. The victim was treated at the scene by medical personnel. Report number: 170220299

Two men talking loudly on a #8 Muni bus prompted the driver to ask them to quiet down. The suspect didn’t quiet down and kept pulling the exit cord notifying the driver of their intent to get off the bus at Geneva. When the driver pulled into the bus stop one of the suspects spit at the driver. The driver then responded by throwing a garbage pail at the suspects as they exited the bus. The two suspects then re-entered the bus and began punching the driver with their fists. Several passengers got into the middle of the melee and pushed the suspects away from the driver. The suspects fled in an unknown direction and the driver was treated at the scene by medical personnel. Ingleside Officers Marshall and Zubko responded to the scene and talked to the driver and witnesses. They also broadcast a description of the suspects who remain at large. Report number: 170220631
